I got the impression that the most common theory was that chance to cast was based on the ranking of skills, from skills with most points to skill of least points, and only the rank mattered, not the actual skill level. This is why some people would stat 2 points into mindblast instead of 1. That theory seems to be false. It appears that there are either breakpoints (which would be very useful to know), or the AIbonus is multiplied by your base skill level, or the shadows skill level.
edit: one thing that I think may play a factor is the # of hard points that are spent into dragon flight, as that is one of mindblast's main competitors for ranged attacking.
It was the exact same Assassin each time barring the MB difference. I cleared the Fallen around me and it was the same Blood Moor map seeing as the host (test Sorceress) never left the game and it was SP.
I teleported around a small circle just to put the Sorceress outside of my screen range (she was basically just outside of the corner people use to blizz etc).
SM was re-casted each time and I waited for it to buff itself.
things to test:
Level 1 mb/level 2 mb
Level 15/level 20 mb
1 pt dflight
+skills affecting mb (this should be easy to test, out of curiosity I used a base level 99 MB and the master did NOTHING BUT SPAM MB, using +99 mb claws on a level 1 mb sin it should be easy to test).

If the nec knows how to ibs, bone prison + spirit you with good enough res, you will have a hell of a time trying to kill him.
I'd say a pure LS trapper easily, so you don't have to worry about ww'ing and the nec having max block (which most of the good ones do).
if he wasnt abusing you with spear as well something is very wrong.
