when you have ~12k blizz dmg and -260% cold rs and he does not use stacked res, i cannot see the problem.

let's say you have 12 k blizz dmg -> 2k pvp dmg -> he does not have stacked res juust 75% cr -> he has -150% cold res (it's capped there)

then each blizz -> 2000*2,5 = 5000 each hit then he uses 40% abs -> 1000 dmg each hit -> if blizz hits ~2 times when ever you hit him -> he dies in ~3 blizzs.

If you had to use 15+ blizz i can see there is a problem (even tho 15 is still few blizz hits)

there might be mistakes in this post, but think you got the point.
