Personally I think it should be allowed if both parties agree, if the other person wants to wait longer to duel then it's okay.
You may see it as another form of pre-buff, but I see it as another form of re-gearing which is allowed.

Unless I missed something, I only skimmed pages 45, and half of 44 reading about this.
