That's the whole premise.
Life Leech is useful specifically because it's there with damage. If GFace had LL I'd likely use it over andy at mid levels of gear. The problem with CB is that it's best when your damage is shit, and the entire build runs Hell Trav on a budget in about 1 minute. It's basically never needed.
CB is completely wasted if you have a good DPS setup at Trav. I don't even know why that's a controversial statement.
This isn't Hell Baal, and you wouldn't waste your time spamming single target Static Fields with a 65% chance of failing when it's most useful (essentially at 100%) against Council Members.
Giving up 9frames per hit for 11frames per hit and 10%LL just to squeeze out a hypothetical CB DPS that never matters is so nonsensical here I'm not even computing.
I'll run 200 GFace runs if I must. The results will be the exact same clear-wise (sub-1 minute) but my Merc will get a few extra random deaths & I'll have to spend more time babysitting him due to lack of life leech vs. tougher auras, as he misses a few hits on white mobs (unlike with Arioc's) in a row while I'm off popping corpses.
This is something I've seen happen so many times I'm losing count. I'll run it again just to see if my experience is tainted by some selection bias.

We're talking about setups that are literally sub-1 second killing Council Members on paper, whether we use Andy or GFace. Tiny pebbles of "more damage" from GFace doesn't do anything for us without Life Leech.
We could multiply the damage dealt on hit and I probably wouldn't notice a difference if I don't have life leech, since the bottlenecks have become "chance to hit so that I can leech".
If people think GFace provides enough damage over Andy's to generate 66% extra life leech on its own, I have a bridge to sell.
The way we break the sustain bottlenecks since we're already maxed on damage is either with Arioc's ITD vs. the minions + Demon Limb for the AR vs. Super Uniques, and Amp Damage for a damage/leech multiplier.
On the eBOTD setup we can't guarantee the hits as easily, and the damage is high enough not to NEED Demon Limb if we have enough leech. 25% is a sweet spot that basically removes the need to guarantee hits.
eBOTD's tendency to miss white council members in long streaks of bad RNG has backfired more often than I wish it did.
Thankfully, it has built-in LL.
