I would consider what he does using the rules to his advantage, not abuse
The rule is 399 cr, or less when using a raven frost...
if you have more then 399, so 400+ for example, you may not wear a raven...
(My sorc has 398 cr (Less then 399) so its ok that she wears a raven)
