FCR is not necessary, I don't get why anyone would even criticise about fcr.

aube, i belive your right on the fact that this guide needs work, however you should learn not to completely overrun a post with your opinions... state them and leave

If a target is inside your weapon range, say range 3 for zerker, you won't do a charge, but rather a normal attack (and probably die because of it). Lower weapon range allows for charges at closer range. You'll also have better chain charges for the same reason.
