It depends on your other gear and werewolf level. For example, if you use steelrends with botdz and highlords (20 oias) then being frozen will cause you to drop an attack frame if you are level 31 or lower werewolf. Adding 10 more oias for 30 total oias (bloodfists or stat/crushing blow craft gloves) means you don't need to use a raven. But you would still want a raven if you plan to do anything except click and hold melee.
The higher life rings are going to perform better for you.

Shael does help a lot in many duels, especially vs 4 frame attackers like zeal. Vs other 5 frame druids and barbs a good jewel can help. You don't want stats on it because you want to be able to swap between them, so like 18min-18max or 30 max jewels work well here. Even a 40ed/20life would be good.
