the firestorm of the torch is the diablofirestorm, not the one a druid can cast. this firestorm has no cast delay, so there was never a problem with interruption by using a torch. this is a problem of phönix.
if you mean to get kicked out of the game, yeah that will be better in 1.13. but this is only a problem if there are players who triggers the torchfire.
