haven't done respecs or played this patch myself, but from how my friend is explaining it to me:
unlimited respecs
1 free respec per den quest
after that (or if you have den completed already on the char) you can mf essences from bosses, then you cube to make a token and those tokens allow you to respec again. the token is independent from the den quest respec.

since I haven't done this myself might be good to get a vouch from someone else but this is how I hear it works.

.08 Valk helm (Ber/Lo/Jah Rune) – A requirement for 102% FCR with two claws. IAS and FHR are very helpful as well. You can use Griffon’s if you are under a budget constraint. Change the rune in the socket to counter your biggest threat.

It's valk wing, but the .08 version of it.
.08 version has 30 FCR, FRW, FHR, and IAS.
