using cats over HL while not using 3/3/20 scs is incoherent
you can use 10sc and have tp scrolls in your belt

Not too excited about Highlord. +1 skills doesnt do much for bowa. Deadly Strike is nice when the 72% critical strike doesn't trigger. I tried it with the 30dex diadem but felt the runspeed is too low for the build to be enjoyable. Other option would be to replace 30dex diadem with 30frw diadem.

What would be a better dmg ring than raven if u dont need the leech? (Using bug belt)

of Craftsmanship suffix for +1max dmg on small charms

if you have 72% chance to crit that's a 1.72 dmg multiplier
with HL you get to 1.72+0.28*0.37=1.82
1.82/1.72 -> 6% more dmg
on the other hand, 30dex when you have ~1900ed is just 30/2000=1.5% more dmg
you'd need 120dex to get as much dmg as 37ds
or not quite, because dex also gives ar and ar helps a little because itd doesn't work on uniques

9min dmg on its own is more dmg than 20dex 250ar
imo the ideal ring for chaos bowa is 120ar 11@ 30fr 20str 15dex 9min, and replace 15dex and 20str (in that order) by leech or dual leech if needed
