117% FCR is mandatory. In terms of long runs or great amount of runs, the number of teleports and casts can be numbered in the hundreds, which would mean an enormous amount of time and damage lost because of a single frame. You don't see it after 1 or 2 runs, but you would see it after 500 runs.

cnbf will only be helpful while slowd via Holy Freeze or when a Cold Enchanted boss explodes. Vs. both possibilities, there's one thing that is efficient: Doing what a Sorc does best

Cold Nova from exploding monsters should NEVER reach you and Holy Freeze wears off once the monster is killed. Also, except for walking and IAS, cnbf won't influence any other animations (FHR, FBR, etc), so it would never be deadly to be frozen. As a last resort, you could re-position yourself via Teleport if there is any danger.
You could definitely switch out Dwarf/Raven for 10fcr rings, but I prefer the safety over a 1-frame faster Lightning. I play intoxicated a lot and would rather not die than speed up the runs slightly. If anything I'd switch out CoH for Viper and get a 2%+ fcr ammy w/ better stats for the price.
Plus, being Cold in town pisses me off so I'd end up 'Cham'ing something if I replaced the Raven.
