BTW, that ring can't exist on realms. Using D2PK items as an example is not a good idea.

Good Catch, I guess that ring only has 2 Prefixes and 4x Suffixes which indeed isnt allowed. I was too lazy to check as I pretty much copy/pasted this one from my d2pk build and gave it east items.

Platinum +101-120 to Attack Rating Circlets(22), Weapons(22), Rings(22)
Rainbow +8-11% to each Resistance Shields(18), Amulets(21), Circlets(21), Rings(56)

Suffixes
Excellence +5-9 to Minimum Damage Weapons(24)[5-8], Amulets(59)[6-9], Circlets(59)[6-9], Rings(59)[6-9]
Precision +10-15 to Dexterity Amulets(43), Bows(43), Circlets(43), Crossbows(43), Gloves(56), Rings(56), Body Armor(60), Boots(60)
Mammoth +31-40 to Life Amulets(25), Body Armor(25), Belts(25), Barb Helms(25), Circlets(25), Dru Pelts(59), Shields(59), Clubs(68), Hammers(68), Helms(68), Maces(68), Rings(68)

So instead of using the +Min damage and + Dex a better choice would actually be:

Which would have mods: 10fcr/120AR/20STR/40Life/90Mana/11 Res All
