Yes it does. All the zon only javs have -10% base ias. Some of the other ones have slower base ias resulting in needing more item ias to hit breakpoints.

try hide your 140+frw

that means: str bugged nigma(+str shield on swap)/str bug frw boots
drop the cats for hl (you can not str bug it)

I can't str bug nigma with the build I have now. I have a full switch out max damage build for vs sorbers. Good tip though.
