Smiters are rarely an issue in pubs tbh just outsmite them. And the really bad ones you can just zeal down but that's not typical. I used hoz or spirit for my main setups depending on which setup I was going with and I used exile sometimes but rarely.

You don't even need to do that at all your pub zeal just must have been bad
Just pretty much learn how to duel vs them and you'll be fine even vs decently good smiters. Just don't try to go pure svs against good ones or you're done.
