No, my build requires 20% ias on the javelins (considering you have 20% on gloves)
If you had 40% javas, you could swap for dracs

But then you'd be looking for another source of IAS for your bow-side to maintain 7fpa

Tele-Bowa is not as effective as standard bowa, not even close
They tele too slow, casters stomp/dodge lock them too easily
and standard bowas out-gun them for raw dmg x2
