No, its because things like whirlwind damage, which is item based, can become much stronger towards high items, and the shamans attacks which often lie just about on the line of dealing either 37% or 75% fhr, or 0% or 37% fhr, due to dealing 1/16 or 1/8 or 1/4 of an opponents HP, can sink below that, whereas hammerdins for example will always take 1/4 of your HP at least, just being crippled by how hard it is to hit. Hence as HP's grow much larger, but damages stay relatively the same, other characters tank shamans much better than shamans tank other characters, even though the HP goes up by the same margin.
Thinks like ghosts/hybrids/bvcs/etc can be massively boosted by awesome rare and 08 items, whereas the only room for improvement on a shaman, over the basic "Hoto/enigma/spirit" crap is a the pelt.

Shamans clearly still work even in perfect item vs perfect item, but they'll have harder matchups against the characters they lose to (ghosts) and better against the ones they beat (bone necros) as the items approach the limit. A "0 life skiller" shaman might have 50% chance of beating a "0 life skiller" ghost, but a "45 life skiller" shaman might have 20% chance of beating a "45 life skiller" ghost. At lower gear setups, it often becomes much more player-skill intensive; a shaman can beat a blizz sorc even if he dies in 1 hit, if he outplays her.
