would the second item setup be completely fine still for ubers or is the safe build better?

The second one is fine. Just prebuff with Treachery and you should be okay.

You can also manage to reach 6 FPA with Salvation on fairly easily.

alright.. sorry about all the questions but i still have one more... why do you choose goblin toes over gore riders.. gore riders still gives to deadly strike and open wounds?
and would dracs work as well in this build?

I should have suggested Goreriders too, for the OW%. Deadly Strike is useless though.

Dracs are not needed, you alredy got two sources of Lifetap and you need some extra ias from gloves.
