After years of careful experimentation, I think this is perfect.

CoH and Griffon's can work too if ammy is 20fcr. No Enigma please. An Um can be replaced with Ber, or with some Facets, depending on what you desire.

Griffon's Eye replaced with HQ Shako will result in a massive damage loss.

In that case:

Helm: Griffon's Eye 'Um/Facet'
Armor: Chains of Honor
Amulet: 2/20% FCR/Adds

Unless my math is compltely off.. This only reaches 105% fcr

Not to mention.. 2/15fcr ammys are not only rare, but very expensive on hc.
No budget sorc should use a craft

This (105 FCR only) was the first thing that came to my mind as well... The best way to solve this would ImO be to drop Raven (Cold Abs is the least important of the 3 ImO, since most high-DMG attacks are Fire/Light-based, like vs. Diablo, vs. Waves, vs. Travincal, vs. CE, etc...) and use a Wisp instead + replace TGod's with Arach. OR simply replace Raven with a 10 FCR Ring and get 17+ from Ammy (although this might be even more expensive).

Dropping Raven would result in a loss of cnbf though, which I think is a very convenient thing o have.

I think 117 FCR is unnecessary and won't significantly increase your kill speed. Teleport speed is more important and, obviously, survivability.

I would never play HC without a Thundergod's under any circumstance, especially as a Sorceress, other than using 2x Wisps. Dwarf and Hotspurs also helps a ton, so 2x Wisps is out of the question IMO. You could replace Raven for a 10fcr ring, but the CBF is very useful when in town or when you need to reposition without teleporting and moving your Merc. The cold absorb also comes in handy. You don't want to be at low life and have something like a Holy Freeze pulse kill you. If you were to replace Raven I'd recommend a Cham in the shield or helm. This would result in a loss of either resists or damage, of course.

If you ABSOLUTELY need 117fcr, your best bet would be a Wizardspike or Suicide Branch, depending on the stats on your other gear (presumably Wizardspike would be the better choice) plus a 17+ fcr ammy. Keep in mind the ammy doesn't absolutely need +2 sorc skills. +Lightning skills or +1 sorc skills would work.

I really think sacrificing the 3 skills on HotO isn't worth the faster Lightning BP, though.

117% FCR is mandatory. In terms of long runs or great amount of runs, the number of teleports and casts can be numbered in the hundreds, which would mean an enormous amount of time and damage lost because of a single frame. You don't see it after 1 or 2 runs, but you would see it after 500 runs.

I would - thinking the whole thing through again - definitely drop Raven and get an FCR Ring + higher FCR Amu to reach 117 FCR.

cnbf will only be helpful while slowd via Holy Freeze or when a Cold Enchanted boss explodes. Vs. both possibilities, there's one thing that is efficient: Doing what a Sorc does best --> killing fast from a distance!
Cold Nova from exploding monsters should NEVER reach you and Holy Freeze wears off once the monster is killed. Also, except for walking and IAS, cnbf won't influence any other animations (FHR, FBR, etc), so it would never be deadly to be frozen. As a last resort, you could re-position yourself via Teleport if there is any danger.
