No, it's only for Europe non ladder softcore and this is based on the restricted rules of the Euro-League, which is useless to follow this build if you can't participate this league...
Cause this is the best build there is for the EP part, but if u won't follow these rules, you can make a better PK build, which is way different tho.

@Camden: Yes, I think the same, as many newbies at pubby say ep is nub rules and restricted builds etc... well, ok..
Also it's good to get a private pre-forum for ep as it's only EUROPE guides and worth nothing for the other realms and I also wouldn't make it if I wasn't going ep...
