Glacial may be used for summoners...but ice blast is used for everything else. Glacial does not affect ice blast dmg, only its cold length. So maxing glacial last is no doubt the best option.

Actually sir, if you play USEast Ladder, then 15 70s do infact exist.
I personally use 13x on my blizzard sorc.

you mean without anything, like w/o anni or torch right?
