It is because of psn dmg.
Game chooses which over time to proc based on dmg/frame (bit rate) with venom being the higher bit rate-> psn dmg is used and ow is ignored (only damage from single frame added to the hit) game has always ignored durations.
So while venom is only .8, ow or any other psn dmg sources with lower bit rate/longer durations will not become active after venom duration is gone
This is incorrect in understanding how these damage sources are applied
