If you need ias + some damage yes it can
In others case: No

i don't agree about following:
Multiple shot 1 skill point
Dodge 10 skills points

Multiple shot needs to have total skill of 23 to get maximum of 24 arrows.
Rest of the skills can go to Dodge, including you wont have lvl 94 but 96+.
