since you need to skill 9 dex less, you actually win 2 * 9 dex = 18 dex = 36 life. so this jewel becomes a 40 ed / 36 life jewel in your storm! and imo 40 ed > 14 life. but that's for everyone for himself to decide.
ok, agreed about the ring. it's the better solution to use dex/life/ar ring, but leave bk in there as cheap solution.

Want to clear this up:
+ life is affected by oak/bo/lycan etc and is multiplied by them. +vitality is not and goes straight to the life pool. Jah in a storm can come to 300 more life, 9 vitality will come to much much less.
I prefer Um or 20life/15res jewel in storm on a hyrbrid. 300 life is nothing if you get -res on you.
