Yes it hits the WW BP if you keep keep the jewel in it.
By WSM bugging that claw with a RT you'll be able to hit 9FPA trap laying with 26 IAS.
No it cannot be upp'd. Battle Cestus is an elite claw.
Don't know about the worth.

the better questions would be.... is it worth using? and the answer is no because u have to keep that jewel in there to get ias. because of that you cannot get kb or ow or ds in it.

In order to WSM bug, you'd have to put chaos above boots and fools claw above gloves. WSM bugging it makes your chaos your primary claw. Fools claw on secondary is a bit sketchy and it's not a good idea to rely on it for your secondary claw.
WSM bugging with this setup will allow you to get to 9FPA with your chaos as primary claw, leading you to being able to unsocket the 15/15 in your fools claw and putting an um rune in it.

On the other hand, you currently do not have 9FPA trap laying with your non WSM bugging setup. Putting a 15/15 in your circ would fix that, but you'd still have to keep that 15/15 in your claw. The upside is that you won't have to worry about AR problems.

yes

not worth wsm bugging a fools claw that becomes secondary, you want to keep fools primary above all else.
not worth using ias jewels in a fools claw, the claw loses effectiveness when you can't socket it with at least an Um rune.

use a suwayyah chaos with wsm bugging the feral chaos to get -30 wsm combined speed, then use 1x ias jewel in helm to reach the 42ias bp.
or use standard equipment to make use of that 3/3 chaos runic, but you will need 52ias for feral/runic, which means you need a new circlet to use 2x ias jewels if you plan on using that 30ias feral.
