WW has a hitcheck every 4 frames. D2 runs at 25 frames per second.
The first hitcheck occurring at 4 frames only counts the primary claw. After that, both claws get a chance to hit.
So to break it down:
4th frame: 1 hit, primary claw.
8th frame, 2 hits, both claws.
12th frame: 2 hits, both claws.
16th frame: 2 hits, both claws.
20th frame: 2 hits, both claws.
24th frame: 2 hits, both claws.
Add all the hits up and you get 11 hits per second.
This is assuming that for the full second you are staying with your opponent and assuming that you hit every time.
I'm laughing at his shot in the dark at a guess too.
And I should note, hitchecks aren't guaranteed, there's quite a few variables that are checked before a hit can go through, IE defense, AR, level, block % (not in corresponding order).
