If wearing strict equipment (20/15/15, sdancers, maras, shako, you can't wear them off without other changes), your pcomb smiter can achieve lol 5k life. So sc smiter can. But he will have about 0.4k life more

Even if you will have 400 stack (150 conv 20 griff 100 to negate hell 100 to have max res), wisp won't help you that much.

ceglaws + bb = 35 slow. don't count hf since every smiter has it, so you can be slowed as well. You will have same ias bp though.
With pb, 20/15/15 and dungo, your slow is USELESS.
