Good idea in theory, but you should be using the standard +5 nado pelt 163/99 PvP Druid build. Why? Because it's the most common build by an insane margin (and the second most common build is hoto/circ/+1 skill ring, which has the same damage), therefore it is the status quo. If you want to challenge the status quo, you should be comparing other set-ups with it.
So you should be using 6329-6643 damage for your comparisons.

You are ignoring the fact that an opponent of x HP may simply not get hit at all for the rest of the match, making his current HP completely irrelevant. What happens if a Trapper survives your weaker Tornado with 40 HP, evades every single hit and manages to kill you with that amount of HP? Actually, as another example, what if he survives on 40 hp and runs off to rep? You are now in a situation where you are forced to be the aggressor (since you lost a potential chance at killing someone), which makes it really easy for a Trapper to control you. Many situations like this exist.

Actually, I did include BO as part of my base HP, so you're correct as far as that goes. Typically with my mindset, I refer to base HP on Druids as their HP without Oak (since Oak commonly dies a lot in a duel), but you're right to say it's not his actual base HP without BO.

It's perfectly managable, Druids can get away with using less mana charms than most other characters can.
