Chains of Honor has 8% damage reduced from Ber rune, thus Fort of Chains does as well. It's also possible to build with enigma if you really just want to pump life and have a high enough damage weapon to justify it (fanged knives can actually do really well here - 12k life, 1k - 6k fury is possible). A 100 life armor with 3x 30/60/9/9s and a Ber rune is actually a little better than engima for melee duels.
Still, a Ber'd Cerebus and fhr/life belt is still better than a 30/60/9/9 Cerebus and Verdungo's. More life and actually more damage, since 10% open wounds adds more average damage than 30% enhanced damage.
