This is true for PvP and it will become even weaker there. But at the same time Light Sorcs with the same Dmg they have in 1.12 and with IM removed from CS would be overpowered.
So the decision is okay... they COULD have done several other things to Light Sorcs though:
- Give them the same FCR breakpoints (63,105, 200) as other spells have
- increase the spells' base speed by 1 (making spells still 2 frames slower than others
- increase minimum Dmg of Light Spells so that avg Dmg goes up a little
Other things they could do:
- Make the "Essences" drop at random from ALL superuniques in the right Acts and do this for Acts 1-4 only (if they want to give Classic Players this option as well) OR leave out Act 4 (too few Superuniques, of which 5 spawn at the same place pretty much... not challenging, not time-consuming...)
- Fix some "real" bugs, if it is possible in a short time (wrong Damage calculations, wrong Damage displays, wrong AR calculation/display, etc.)
- Re-fix the HR drop rates no normal, but change the range of Hellforge Quests (Norm = usual, NM = Norm drops + NM drops, Hell = Norm, NM drops + runes up to Zod)
- Change Assassin's MB-skill in PvM to stun/knockback ONLY (no chance to convert)
- Increase Teleport's base cost by 10 Mana
- Make Smite AR-based (implement a high chance to hit by changing the skill if you want)
- Ofc new items :-) ImO give us unique/magic/rare Arrows with a very limited range of affixes... as well as some more better block shields, belts, etc...
- Give us old craft recipes back (class-specifics, elite recipes, etc...), including Rare base items (Armor, Jewels, Ring etc.) + High Runes to craft
