Vita / Max Block / Max DR (105fcr / 142fhr)
Stats
-Enough in STR until gear can be worn (if needed)
-Enough in DEX until Max Block is achieved with Stormshield
-Rest of points in VIT
Skills
20 Firebolt
20 Fireball
20 Meteor
20 Fire Mastery
1 Teleport obviously
I'm a 1 into Chilling Armor guy, but do what you want
Remaining points into either Firewall or Hydra.
Firewall is good for chain locks and keeping the pressure on your opponent when they teleport off screen. Hydra is a decent little way to add some damage support against character types that are trying to stay on you like flies on shit. A BvC for example, rather than wasting both yours and his time by trying to flee across the map constantly, just setup your hydras and stay near them at all times, while just juking around and dodging the player with teleport, and of course lobbing Fireballs. Sure, they won't kill a player all on their own, but they definitely help wear a player down.
Gear
Helm: 2sorc / 20fcr / 2socket Circlet with 2x 7fhr / STR / DEX / Single RES
Weapon: 35fcr Spirit Sword
Armor: Double Upped Twitchthroe with 7fhr / STR / DEX / Single RES
Shield: Stormshield with 7fhr / STR / DEX / -15req
Gloves: Magefists
Belt: Verdungos Coil
Boots: 30 / 20 / STR / Tri Res 08's
Ring 1: 10fcr / STR / DEX (Try to find with Life and all RES)
Ring 2: Flexible to fit your needs based on situation
Amulet: 2sorc / 20fcr / STR (Try to find with Life and/or RES)
Charms
9x 45 Life Fires
8x 20/5s
2x 5fhr / 5res
Your Stormshield STR requirement will be 133. Between all the above gear and suggested jewels, it's very doable to get 133 without clogging up that "flexible" ring slot.
As far as that open ring slot goes, I wouldn't advise making it a ring that you rely on to be able to wear gear, that way you can slap on a wisp, dwarf star, etc, etc. But if you otherwise decide not to give a damn about that, you could throw a 10fcr ring similar to the other suggested with stats needed to tie up the loose ends, which would also make your amulet situation more flexible since you would no longer need 20fcr on it. It could be changed to 10fcr so you could more easily squeeze multiple needed stats out if it. I'd personally go the 20fcr route though. As long as you go the 20fcr amulet route, when you don't need sorb rings, wear a BK or SOJ for an extra BO point and more fire damage. Note that the + to life based on character level via BK ring doesn't apply to BO.
Pay attention to your resistances when it comes to hunting down a 20fcr amulet. If by the time you take care of the rest of your gear you find yourself with not quite max in hell OR not much stacked RES, I'd prioritize RES over life on your 20fcr amulet. I do believe I've seen a 2sorc / 20fcr / STR / DEX / All RES amulet before... that would be the best thing you could get. Good luck finding it though, and you'd likely be paying out the nose for it.
Between the three 7fhr / STR / DEX jewels, obviously pay close attention to which RES you're selecting for each. You can get up to 30 of any type on each jewel. Be sure to choose based on what you're lacking in. If you're evenly spread on everything and it's all reasonably high (all 100ish + in hell), you could focus your jewels on cold and/or light to fight against both light and especially cold sorc - to RES. But obviously if there all not quite up to snuff in hell, one jewel of each type ought to be selected.
Good one
