You dont have to pick your Chaos or Fury claws for reaching the 4th frame, since any claw will hit it when you make either chaos or fury in it. So there isnt a best claw based on WW-frames. You should choose your claws on being able to reach 9-frame trap laying, that is ofcourse if you are going to use them (traps).
As for WW, no, each claw operates at its own frame. So you can have 1 claw that hits every 4th frame and the other hits every 12th. As far as the damage difference; lets take a look at the damage you can deal in 1 second (1 second equals 25 frames).
With a 4 frame attack you can score (25/4) ≈ 6 hits
With a 6 frame attack you can score (25/6) ≈ 4 hits
You see the difference, whether its HUGE or not is your call.
I assume you ask this in relation to you eth claw, keep in mind that when you use that one you have less chance to trigger open wounds, the only OW source will come from your chaos, thus you will deal less damage on a regular basis. Seriously, I advice you not to use it.

Thats not the way it works for WW, I wrote that that kind of check applies to attacks like kicking, blade fury and trap laying. WW looks at each weapon seperately, since basically WW is not much different than just swinging your weapons as in a normal attack.
