eh not really.
It can cause kb without stun.
can be used without mindblast stun to just kb once and then catch lock, or can be used at edge of screen to kb offscreen for provoking or just safety reasons.

main use I get out of ph is not really for stunlock or kb actually, but for offscreen pk when opponent is down to 1, useful vs some necs that will not die from a single mindblast at 1hp but will die to ph.

Not to mention SM spams MB like crazy, stun acceptance is generally applied when you're near an opponent.
