Only way Barb has a chance is if he is using full inventory of 451 psn scs and 2x doomz with high AR and high DR (but this is not for barb vs casters this is barb vs all)
If the question was BvA vs Smiter then i say its like 80/20 but you said BvC vs Smiter so its like 10/90

It seriously depends on gear/skill level/what they buffed/etcI'd say its even,or unless the barb chooses to play like a total pussy and only WW's away then 60-40 id give to barb...+barb can use tap or gavel of pain for amp too,so can he chant,1 raven/1 angelic/ammy gives a lot of ar% with 23 chant,honestly without even blessed aim or lvl 55 chant,with Combat Shrine this can be problematic for Smith unless he taps it off with Marrows,as 1 pass can be critical.....barb can load on DS% like guli,gores,greif,etc.Barb can be Brawler and Amp,Amp is far more dangerous then Tap,or Widowgay and run with open wounds+Greifz Venom/trang glove.And synch ww imo
All smiter can do is raise his defence,fort chillng armor,Exile,some high def itamz like Marrows/Coa/Dungos and Defence Shrine...maybe pull him close with Foh stick+hoz,imo only thing left is some decent telesmite skills(wouldnt advise synch-smite,if he catches you in a middle of a charge,you are dead)
