incase you can outstack the slow from clegs by adding HL this is because you got a lot of stack already by simply using a high lvl fanatism which gives lots of eIAS and a fast weapon.

to simplify the whole thing you could e.g. subtract the amount of slow from your base WSM. incase you wear a PB, which i assume, you have wsm -30 base. after getting hit by clegs, you will be as fast as if you wore a -5 wsm weapon.
i cba to calc it now but im fairly sure that you would even be at max speed with clegs only and no additional slow. however most chars you duel who wear clegs will also wear at least BB or so which means you suffer from a total amount of 35% slow.
in this case you need something between 50 and 70 IAS, just calc it.


this means that you will probably still hit 6 frame smite when u use HL, but this is not because you outstack 25%slow by 20%ias from hl.
