I would like to quote this post here, which i have posted in the AoW League 2013 topic.
It's about non-barbarian skills on items incl. cast on hit-chances and a few other things.Quote (Argand @ Mar 1 2013 10:34pm)
First of all: Always remember that the "General BvB rules" are for both GM FFA BvB and AoW BvB.
The rules state:
- "If any curse (e.g., 'Life Tap') is cast, the duel has to be interrupted until it disappears."
- "Not allowed: [...] the use of: [...] curses"
There is a small but significant difference between these two rules and when i re-wrote the old rules (to make the whole European bvb ruleset more compact and linguistically correct), i was aware of this and i hoped that other people would understand it too.
I want to explain it to you:
1. There are curses, for example 'Life Tap' on 'Draculs' (the main gloves for GM FFA BvB), which can be cast if you hit your opponent, as you all know of course.
2. And then i wanted to make sure that if there are any curses which can be cast by using a skill acquired by equipping a certain item (either existing or yet-to-be-implemented, either by blizzard or by a bug and/or hack), these are not to be allowed in European BvB.
Let's keep it simple:
Imagine an item with +1 to 'Iron Maiden' (for all classes like 'Teleport' on 'Enigma').
This might not exist at the moment but imagine it would exist. What would it mean for us?
It would mean that the item can be used, if other stats on it are not against the rules, but using this skill would be forbidden.
Similar to 'Enigma': 'Enigma' can be equipped but it's forbidden to use 'Teleport' during a round.
Another example: Items with charges can be equipped but it's forbidden to use these charges.
Now what about items that don't require "the use of" a skill to activate the skill?
In "AoW BvB rules" there is written: "the use of non-barbarian skills (incl. auras)".
My explanation of "the use of" could possibly mean that the item 'Bramble' is allowed in AoW BvB. But it does not. Why? Because the use of this item is simply equivalent to the use of this skill.
Same goes for that one runeword (i forgot its name) which gives you +1 to Warmth (for all classes). It is forbidden because the use of this item is equivalent to the use of this skill.
Back to the beginning of my explanation:
The use of an item which has a chance on it to cast a curse or any other skill, either by being hit or by hitting the opponent, is allowed.
For example: Many of us have these on their rare visionary helmets in AoW BvB. Many of us use 'Draculs', 'Grief' or 'Fortitude' in GM FFA BvB.
But The chance of casting 'Iron Maiden' by getting hit while wearing 'Steel Carapence' is 8%.
If the chance of casting a spell would be much higher, it would have to be forbidden
Therefore this item is allowed in AoW BvB as well as in GM FFA BvB.
It might not be nice, it might make you angry. And perhaps the ones that wear this armor will consider the general opinion about using this item and take it off finally. But that is up to them.
Right now it is allowed. But maybe not really a sign of good manner.

Why was 'Eth Bug Prudence' forbidden?
Because it is bugged and bugs are forbidden in AoW BvB.
Before we voted to ban it, it was not clear to the community that the method to create this armor is a real bug.
There was a long discussion and in the end we had to vote to make a common decision about it. You know the results. Breee has quoted them a few posts earlier.
We did not change the rules back then. We decided how to read the rules. This is a huge and important difference!
(By the way: The runeword 'Prudence' itself is not forbidden of course.)
Why are the rules hard to understand sometimes and not too specific in every case?
Because the Barbarian players before me, who have created these rules, and i, who have tried to re-write them and make them normative, tried to gave our best to sum up different cases, different situations, different items, different builds, all at once.
There are hundreds of items in Diablo 2 LoD and hundreds of skills. It is difficult to cover all of them but it was possible.
To manage such things, rules have to be or sound standardized and not too specific. Just take a look at your national laws, especially the human rights.
You might not find a rule like "You are not allowed to break someone's finger" but you will find for sure a rule like "You are not allowed to hurt someone physically".
I hope you understand what i try to say.
Greetings,
Argand
