I would a bit... paraphrase it, what u've written:
The FHR Caps belong to the weapon the char wears himself, not the weapon he gets hit by.

Also, an Amazon has pretty different FCR Caps, again belonging to the weapon.

And if might be easier to understand:
A Zon has the slow Block Speed with any kind of weapon except Javelins and Daggers.

The FCR-caps are the same, only the FrameDataActionFlag differs so if Teleport needs 19 Frames (0 FCR) the Teleport will execute between Frame 13 (thrustings and 1-handed weapons except swords) and 10 (bows). But I think it isn't really necessary as it should be added in this lists.
And also except fists (if you don't use a weapon)... just for nitpicking.
