FBR doesn't matter there... you reach the same breakpoint (assuming you don't shael the shields, in which case you reach the same breakpoint again) with both.
Higher Block Chance by 2% (Storm vs. upgraded Mosar's)
126 STR Req. (ideal Storm) vs. 100 STR Req. = 26 STR = 52 BO'able Life (should cover and outweigh 2% Block by FAR)
LR is the same btw. so you trade 35 Cold Res vs. 25 Fire and 25 PSN Res... ofc PSN Res is not that important and can be gained via potions, but so can CR. Fire can't though...
So it's basically only DR... which is ofc nice to have but ImO not as necessary for Sorcs (hitting from far away and avoiding close-combat) as it is for Melee chars (or Nova Sorcs).
For SC: I still claim that it adds comfort to playing/levelling your Sorc and doing B/D/N with her.
Well, I rarely die on my sorc even without max block, and when it does happen it's because of something I could have prevented if I'd been paying more attention. On HC I'd go MB any day (here I'd agree with Synonym, that Stormshield>moser's, since the massive %DR can save your ass if you ever get surrounded by or tele into one of the more dangerous melee mobs - fana/extra fast/extra strong/cursed Moon Lords/De Seis's pack/Undead Souls). But on SC, it just depends on your style of playing. MB will give you some more safety against the toughest melee mobs in case you make a mistake, and it will keep you from getting stunned by ranged attacks (which can be dangerous), but whatever you use, you'll have to trade something in for it.

As far as DPS and SC goes, MB has no place on any PvM character.
Well, a hammerdin should always use MB, even in pvm, and at least a decent block rate is nice on a java, but other than that, this is true. If you want to keep your DPS high, you don't go with MB.
