Indeed. Especially since 2x Raven Frosts are equal to a whopping shitload of CR. Well, it gives you a 0.36 multiplier to your damage, but since you have -100% CR, that makes it 0.72, so that's equal to having 38% CR in the face of ANY AMOUNT OF -COLD RES. So yes, it's equal to about, hmm... 350+ CR or so.
