is it the most effective or most expensive?

If we are Talking about High End Fanazealots aka those that deal the most damage while having maxres,maxspeed and so on, we have few choices as far as our weapons go:

Death
Grief
Death Cleaver
Schaeffers
Strmlash

The Schaeffers Setup you quoted is the one that gets the most potential out of a Schaeffers Hammer.
We reach maxspeed with Schaeffers while still being Able to Socket the Schaeffers itself with ED/maxdam and we are able to use a fortitude armor

there are other choices to reach the Ias cap we need but generally this will mean either a ias or shael`d hammer, treachery or another ias armor or other changes that will not mean as much damage.

You can easily buy Death... some are floating around in NL

mmm hmm, and depending on which nl you are on, it might even be cheaper than on ladder
it won't be perfect, but hell, perfect items are over-rated, spend the fg you would have spent on a few charms and have much higher damage
