and my previous post was wrong 2x ias jwl on weapons is stupid cause only on primary ias is working so offhand amn or pure dmg jwl could be an good option B)

edit: if 45% ias is needed for bp i think lamprey circlet bis with ias/dmg jwls

i played around with calculator and replaced the magic ap armor with fortitude...

result: on paper there is more max dmg:

1. weapon from 4.5K to 5.2K
2. offhand from 4.3K to 4.9K

min dmg is also higher with forti only bad thing is with this setup u will lose cbf

helmet is pretty nice to hit the ias bp i just would replace ias/ed jewels with ias/dtd jewels to make it more budget B)

I didnt found an ias calc for a5 frenzy merc...

Aim for 30% or 45% ias (on dual headstikers setup) ?

Maxroll has that stuff. Just look in the Merc DPS section.

couple of thoughts on this overall, if the calculations/bugs hold when patch goes live:

-A5 merc looks like it's doing significantly more dps when ramped up (and slightly more even when not ramped up).
-A5 merc will hunt down targets much faster
-Will probably ultimately come down to how much he overwrites amp dmg
- +2 barb/visio/2os/leech/adds circlet does more dps if willing to give up cham.

can't see myself ever giving up on a Cham rune, but maybe?
alternatively can probably even swap Fort for a DIY Archon 4os plate with 30IAS/80ED and 60ED/80DamageToDemons, using a Cham'd Arreats (which gives similar DPS but higher chance to hit)
the off-hand can use a 40ED/15max instead of IAS then

A pretty good budget setup that requires no use of expensive ias jewels to hit last bp, and super tanky:

Eth Oath Conquest Sword , for ias and magic sorb
Eth Upp'd headtriker with whatever jewel
Forti
Arreats <-has +4 combat, leech, 20% AR, more AR from +20 dex, 20%ed from 20 str, overcapped res

honestly it depends. what % of runs does merc get frozen, and in those runs, how much does it impact time? The tradeoff is getting more effective dps on every run except on those where he is frozen.

Subjectively, the new a5 merc with full frenzy stacks still feels pretty damn fast while frozen.

Very, very often sadly.
It's to the point where I started Cham'ing my own Barb rofl
