pvp kicksins are different builds from pvm kicksins. In my experience seeing other players build kicksins, every pvp/pvm hybrid had serious problems. Build for one and not both, don't try to turn a pvm kicksin into a pvp build or you will be dissapointed.
I have both a pvm and a pvp kicksin on east (although I am retired from east at the moment, only d2pk) and both did what they did very well.
pvp builds aim for 65fcr/86fhr, venom and OW% being main source of damage. Max mindblast, stunlock is key.
pvm builds you can skimp on fcr/fhr although I still recommend going for 27+ fcr/48+ fhr. CB% and CE from death sentry are main forms of pvm damage.

dweb is a pvp kicksin weapon. Not a good choice for pvm. Stick with stormlash (best overall pvm kicksin weapon imo) or a lastwish pb build.

If your goal is just to get torches asap, smiters have it easier imo. A kicksin can solo ubers though, and are more fun chars for overall pvm, if you want a char to fool around on pvm, solo anywhere, and pk ubers.
Try improving your AR on kicksin if you find you are having trouble with ubers. That's smite's main advantage for ubering, its always hits.
