WW. If you want to go frenzy, use Crescent Moon + Oath as cheap ladder start. The static from CM will proc much with Frenzy.

Also, with WW, I prefer 1 point frenzy, so I frenzy into WW to get the xtra speed. Councils like to decrep as well so the frenzy speed will offset the slow down since WW can now be slowed
