Because to put something in jav skills you have to sacrifice p&m skills. It's kind of compensation.
Also it makes your javelin skills stronger.

That is literally not a true. I have huge time gap in playing d2 pvp but haven't seen anyone who complain about strafe in d2r. Even after 2.4 when strafe got huge boost.
