Is it because two weapons?, or is it because its ctc when you kill an enemy? Both things matter? Maybe it adds when it's ctc when struck? I'm not sure. Would need to create some items to test it further.

here's a .d2s file for a smiter with 1 pt in smite so as to not 1 shot whatever it attacks
5 pieces of gear with 20% ctc amp per piece
i recorded a video but my internet is not great so an upload would take forever. every smite that landed casted amp damage

Yeah that could be because you used smite. I think the "problem" occurs when dual welding. That's why i choose two weapons, to be closer to welding two plagues.
