To answer your original question, it is only a rule in the trading forums, not here

The rule of thumb would be 4 hours, even outside of the Trading ground so others can have their topics on the FP. While there is no specific rule to early bumping outside of the Trading grounds we look at excessive bumping as spam in other areas.
