If used thereafter for crafting purposes, then iLvl 99 applies.

On topic, iLvl 80 crafts is all you need (assuming you want 'of regeneration' on top of craft affix). Higher iLvl is useless.

1) iLvl 71+ for having 100% chance of 4 affixes spawning
2) iLvl 80+ with Battle boots for having a chance of 'Regeneration' spawning as a random affix.

So you'll be ok with iLvl 98.

Notice that you could just shop and craft with char level 78+ char. No need for char level 94 or 99.
