None of the answers provided gives relevance to the amount of DEXTERITY of the paladin.

Let me put it this way, some Paladins have a base dexterity prior to the amount
of Holy shield... YET... they have Maxblock without maxing HS, thus skill points
can be utilised in killing speed.

Google this shit I have been spouting, you will get a definitive answer of the
shield type ... e.g. Sacred Targe vs ??? and so on.

Btw storm is a fucking useless shield. There is not any PvM build what should even use it, so how you can recommend it to Hdin
