It means when you hit with melee, crushing blow removes 1/4 of a normal monsters base hit points (assuming 0%dr), when the player count rises and the monster gains a boost to hp, the crushing blow still only removes 1/4 of the base hp.
e.g. a monster has 100 hp, crushing blow removes 25% = 25hp removed.
in a players 8 game (350% enhanced hp boost), the monster has 450hp, but the crushing blow still only works against the base 100hp, so it still only removes 25hp.

So basically Crushing blow is useless. Also when equipping an item with Crushing Blow it receives further penalties (Damage = 25%) vs bosses including Ubers regardless of Crushing Blow %.
What about Open Wounds ... does that scale well? And is there anything that scales well except for Static Field?

Open wounds is just a set amount of damage (life drain) based on your char lvl, it doesn't increase or decrease with player count.
