Immortal King set. Put two Shael runes in the weapon. (For max IAS) For the helm, socket it with 2 Perfect Amythysts. (+20 Strength, makes it so you can put 20 into Vitality instead.) Put 20 into Whirlwind, Shout, Battle Orders, 20 Mace Mastery and the rest into Iron Skin. (Or switch to 20 Iron Skin and Mace Mastery.) Rings can be cheap. Angelics Amulet, Angelics Ring, and a Raven Frost. (or another Angelics ring)
Any weapons +% Attack Rating, +Elemental damage helps out a ton. Mana leech helps too so you can WW as much as you want to.
As far as the cheapest way to pwn in Hell, Full IK + Angelics Amulet/Ring + RF = Win!
