nope, the the +2 skill (90) means it spawns at 90 or higher.
that also means when you are high lvl you get low mods, but the important thing is that
you are capable and have a maximum chance of gambling the better mods :)

as another example:
the FCR mod:
Apprentice 10% Faster Cast Rate Amulets(5), Circlets(5), Orbs(5), Rings(5), Rods(5)
spawns at a very low lvl. that doesnt mean at higher lvls you have less chance of getting it,
it means when it gets avalible. you must see it more as ''unlocking'' the mod, in order to get a
chance of obtaining it.

well for amulets yes, u gotta be 95, after that it doesnt matter alot i think. for rings and circlets its slightly different:
rings have no +skill affix at 90, the highest affix on a ring is lower.
circlets / diadems etc are explained in guide (magic lvls)

Rare items have 3-6 affixes and not 2-6 as the Arreat Summit claims.

Affix levelreqs are by definition (MagicPrefix.txt, MagicSuffix.txt) and not following a formula.
Level requirement of an item induced by affix levelreq is far from always 75% of the highest prefix or suffix level.

Required Level = max{lvlreq_baseitem, max{lvlreq_affix1, lvlreq_affix2, ... }}

In short, the required level is the higher value.

Q: As you unlock more mod possibilities with level gaining, don't you lower the % of a lower level mod to spawn?
Example: if you were able to gamble at some level and come up with only 5 mod possibilities, each one would have 20% chance.
Since you leveled up and unlocked more mod possibilities, and added (for example) another 5 mod possibilities, it's natural you would have 10 possibilities now, lowering each one to a 10% chance, including the lower leveled ones. Wouldn't you?

A bit simplified, but essentially right.

Affixes do in fact have frequencies. Only some affixes are equally likely to spawn. Needless to say, frequencies are defined in the same two files referred to above.

Larger affix pool => harder to roll a specific combination of affixes. That much remains true.

Still some work left to do on this guide, if you ask me.
