that doesnt mean at higher lvls you have less chance of getting it,it means when it gets avalible. you must see it more as ''unlocking'' the mod, in order to get a
chance of obtaining it.
Q: As you unlock more mod possibilities with level gaining, don't you lower the % of a lower level mod to spawn?
Example: if you were able to gamble at some level and come up with only 5 mod possibilities, each one would have 20% chance.
Since you leveled up and unlocked more mod possibilities, and added (for example) another 5 mod possibilities, it's natural you would have 10 possibilities now, lowering each one to a 10% chance, including the lower leveled ones. Wouldn't you?
